今回、日中間で発生した尖閣諸島の問題について、政治的な課題については皆様がお感じになっている感情と何ら変わらないと思っていますので、私の目から見た今後の日中間の金融的な課題について少し触れて見たいと考えます。今回、中国政府は漁船船長の逮捕に対して数々の対抗措置を発効致しました。その中で私が一番問題視しているのは、報復措置として株式会社フジタの4人の日本人を拘留したことです。また、事実上レアメタルの輸出も禁止致しました。私はこのまま報復合戦が継続した場合に次に出てくる手段は資産の凍結だと思っていました。

現在、たくさんの方が資産を香港にお預けになっています。香港は昔からのオフショアであり租税回避地域であるとの思いが強いのだと思いますが、皆さんがご存知の通り、香港は既に中国の一部です。公式に発表しているように１国２制度の下に成立している金融特区に過ぎないということです。現在中国政府は、香港よりも上海にそのアジアの金融センターとしての基盤整備を急いでおりますが、いずれにしろ、香港はいざとなれば中国政府の判断の下に金融政策を実行する立場にあると言うことです。

今回、私が言うまでもなく肝を冷やされた方もいらっしゃると思いますが、日中関係は決して強固な外交関係にあるわけではありません。ある日突然、香港の口座が封鎖される事態もリスクとして考えておかなければならないという事が今回判明したように思います。１国２制度もあと３０数年で終わりを告げます。その時に一度に全てが変わっていくわけではありません。すこしづつ徐々に中国の制度に取り込まれて３０数年後には完全に移行してしまうという、今は移行期間に過ぎません。

シンガポールは80％以上をチャイニーズが占める国家ですが、彼らは客家であったり福建省、広東省であったりと、本土を何らかの理由で出てきた移民であり、中国政府に対する思い入れなどはこれっぽっちもありません。他民族国家であり、非常にフェアでバランスの取れた政治的にも中立的な国家です。私どもがなぜシンガポールという国を皆様に紹介しているのか、今回はかなり明快な答えが出たのではないかと思います。
